The main study objectives are as follows:

  1. Provide an up-to-date description of the situation of web-accessibility monitoring in the countries covered. This objective will be satisfied with a comprehensive data gathering from the countries covered and an empirical analysis of the data gathered to detect main trends and compose and overall picture of web accessibility monitoring initiatives in Europe.
  2. Validate the monitoring methodologies for verifying compliance with national provisions on web-accessibility. This objective will be implemented through a practical exercise for cross-checking monitoring methodologies reported with previous measurement data. At this respect, the study team is also proposing an alternative cross-validation of the monitoring methodologies reported with the WCAG EM 1.0, in order to evaluate the methodologies in quality and reliability terms.
  3. Present a recommended monitoring methodology for the proposal for a Directive on the accessibility of public sector bodies' websites. This objective will be based in the data gathered, analysed and validated, having also into account policy, technical and financial implications.
  4. Maximize the quality and relevance of the study's results and its impact. This objective will be fulfilled with the wide range of dissemination and communication activities proposed in the “dissemination strategy” for the study and the interaction with a huge amount of key stakeholders taking advantage of the partners and subcontractors strengths in this field.
